In response to a vigorous advocacy campaign spearheaded by both domestic observation organizations and international donor and partner entities, by the legislation - Center of Electoral Systems Development, Reforms, and Trainings has been entrusted with the authority to allocate grants to domestic observer organizations. These grants encompass three key categories: organizational support grants, voter education grants, and political party development grants. A pivotal aspect of the grant allocation process was the adherence to principles of transparency and fairness, underscored by the implementation of an open competition framework. Additionally, a commission comprised of esteemed international organizations such as IFES, OSGF, IRI, NDI, CoE and others was instrumental in overseeing the selection process, ensuring accountability and upholding international standards.
