The Parliament of Georgia passed the amendments in the Electoral Code at the first session. There are claims from the opposition to the governor party. They are against to leave the disruption of interfraction negotiation by the non-parliamentary opposition, election administration, voter lists, and funding procedures without making any changes in it. The major disagreement between the political parties was associated with financing the parties. Why was the agreement among 18 parties disrupted, and what should a fair election environment be alike, what are the positions of politicians and non-governmental organizations regarding to these issues.
