Tamar Zhvania manages the project “Supporting Credible and Sustainable Electoral Institutions and Processes” by the United Nations Development Programme (UNDP).
Ms. Zhvania has long-term working experience by holding responsible positions in the field of elections. During the last 5 years she was the leader of election direction group by UNDP Georgia and she managed joint projects of the European Union and the United Nations Development Program. She used to work as an International Program Manager on election issues abroad at the National Democratic Institute (NDI). She participated in the international observer missions in various countries on behalf of OSCE's Office for Democratic Institutions and Human Rights (OSCE / ODIHR), NDI and the Norwegian Institute of International Affairs. Her working experience in the field of elections started since 2000 in the public sector. During 2004-2007 she was the executive director of the “International Society for Fair Elections and Democracy".
Tamar Zhvania is fully accredited facilitator of “Building Resources in Democracy, Governance and Elections" (BRIDGE) program. She participated in various international trainings, projects and researches.
While nominating the candidate, organization took criteria such as long-term working experience on the election issues locally and internationally, good knowledge of specifications of election administration, the candidate's non-party background, personal qualities including the principality and objectivity, into account.
The observer organizations are aware of the responsibility which may lead to the nominating the candidate for CEC Chair from their side. Due to the fact, that there will be continuous active monitoring of administration’s activities, and in case of necessity, severe criticism will not be avoided, we believe that the nominated candidate has the skills to receive the critical remarks and present readiness for cooperation with political forces as well as non-governmental organizations.
We believe that Tamar Zhvania meets all the criteria required for the leadership of CEC. We hope the ruling coalition, like the president, will also reveal the political will to support our jointly chosen candidate.
