Mr. President,
First of all, we welcome to your will to nominate the candidate presented by the non-governmental organizations for the vacant position of CEC Chairperson.
In accordance with paragraph 3 of Article 10 from the Election Code, for the vacant position of the chairperson of Central Election Commission we, Non-Governmental Organizations, want to present Ms.Tamar Zhvania’s candidacy.
It is worth to say that Ms. Tamar Zhvania’s working experience in the field of elections started since 2000 in the public sector. Ms. Zhvania has long-term working experience by holding responsible positions in the field of elections. During 2004-2007 she was the executive director of the “International Society for Fair Elections and Democracy". During the last 5 years she was the leader of election direction group by UNDP Georgia and she managed joint projects of the European Union and the United Nations Development Program. She used to work abroad too, being an International Program Manager on election issues at the National Democratic Institute (NDI) is one of them. She participated in the international observer missions in various countries on behalf of OSCE's Office for Democratic Institutions and Human Rights (OSCE / ODIHR), NDI and the Norwegian Institute of International Affairs.
Tamar Zhvania is fully accredited facilitator of “Building Resources in Democracy, Governance and Elections" (BRIDGE) program. She participated in various international trainings, projects and researches.
While nominating the candidate, organization took criteria such as long-term working experience on the election issues locally and internationally, good knowledge of specifications of election administration, the candidate's non-party background, personal qualities including the principality and objectivity, into account. We, the observer organizations believe that Tamar Zhvania meets all the criteria required for the leadership of CEC. Also, we are aware of the responsibility which may lead to the nominating the candidate for CEC Chairperson from our side.
We hope you will also support the choice made by non-governmental organizations and nominate Ms. Tamar Zhvania as the candidate for CEC Chairperson.
