There was a Memorandum of Understanding singed by Central Election Commission, non-governmental organizations working on the election issues and Inter-Agency Commission for Free and Fair Elections.
The Memorandum between the election administration and non-governmental organizations was elaborated on the basis of the permanent workshops, which was organized by the International Foundation for Electoral Systems (IFES). During the last few election cycles IFES facilitates signing similar memorandums, which aims clear interpretation of the articles regarding to administrative resourses from Election Code. There is explanation of norms about usage of administrative resources (Article - 45th, 48th, 49th) from Election Code in the document. Parties signing the Memorandum of Understanding agree that during administrative and judicial processes they will follow the explanations from the memorandum, which ensure equal treatment of the parties involved in the process.
The document is signed by the heads of Central Election Commission, the Inter-Agency Commission, non-governmental organization: "International Transparency - Georgia", Electoral and Political Technologies Research Centre, the Young Lawyers Association of Georgia, the International Society for Fair Elections and Democracy, Civil Society and Democratic Development Center, International Center for Civic Culture, Center of Development and Democracy and "The New Generation - New initiative”. The memorandum was signed by other non-governmental organizations, which also accept to use the explanations stated in the memorandum. Such document of cooperation with respect to the usage of administrative resources was signed in 2008, 2010 and 2012 on the pre-election period.
