MoU was signed by the CEC, Interagency Commission for Free and Fair Elections and domestic observer organizations. 

Signatories of the document agreed on common interpretation of particular articles of Election Code (articles 2, 45, 48 and 49) concerning pre election agitation. They will be guided by explanations provided in the memorandum during administrative and court proceedings. 

The document was elaborated on the basis of working meetings of NGOs, organized by IFES. This organization has been facilitating celebration of such memorandums for several electoral cycles, aiming at ensuring equal conditions of the parties. Today other NGOs also joined the memorandum, which also agree to be guided by its provisions; political parties also can join memorandum. Such document, concerning the use of administrative resources was signed in pre election period in   2008, 2010, 2012 and 2013.
