CDD observed local elections of 15 June 2014 in 73 districts, with its 150 member observing mission.
CDD observed pre electoral, polling day (opening precincts, polling and closing precincts) and post election processes. The E-Day mission fully covered the precincts established in exceptional cases. In total 20 special districts were established, out of them 9 based on the data of the Ministry of Defense, 8 in penitentiary facilities, 2 in the Ministry of Interior and 1 in elderly house.
According to information provided by observing mission, polling day procedure all over the country went in organized manner, in compliance with procedures and respectively was assessed positively by observing mission.
The observing mission identified single procedural violations in the course of polling as well as closing the precincts and vote counting, among them: inadequate production of electoral documentation – advance preparation of ballot papers, incorrectly provided ballots, advance use of inking liquid, gaps in filling control sheet, voting with inadequate documentation, gaps in voters’ list, the PECs’ fail in provision of certified protocols and so on).
According to information provided by observing mission, election process went in organized manner in all special districts all over the country. However, some problems were identified – IDs were not timely delivered to the voter, due to which the turnout was very low in penitentiary facilities; some voters’ list associated problems also appeared.
In the regions populated with ethnic minorities the facts of agitation at election precinct and “family” voting took place.
The organization echoes to the facts of vandalism covered by media and hope for immediate response of respective institutions.
