On June 29th Regional Policy and Self-Government Committee hold a conference in Parliament, where the main discussion were reforms about flat owner’s sector through the project "HOME": flat owner’s partnership associations’ capacity in Azerbaijan, Belarus, Moldova, Georgia and Ukraine”. Legal analyze of the primary results were introduced to the audience by The CDD representative Marina Bendeliani and partner organization GIDC representative Aleksandre Nachkebia.
For Legal analyze was examined work done by flat owner’s partnership association and accumulated cases during the law existence, as well as court’s interpretation of the norms. Also was analyzed the Supreme Court's decisions in civil and administrative cases.
The Center for Development and Democracy (CDD) with partnership of Georgian Institutional Development Center (GIDC) and financial support of Open Society Georgia Foundation organized project: “Analyze Flat owner’s work and current challenges”. The main goal of the project is evaluate the work done by flat owner’s partnership Association, search current challenges, and analyze legislative framework and support to establish as one of the strong link of self-government. Through the project was organized quantitative and qualitative research to analyze legislative framework and give future recommendations in 5 self-governing cities of Georgia: Tbilisi, Batumi, Zugididi, Poti and Ozurgeti.

The Conference was open with a welcoming speech by the chairperson of Regional Policy and Local Self-Government Committee, Irakli Tripolski.
The deputy person of Regional Policy and governance committee Karlo Kopaliani explained the importance of the Project to audience. "We welcome this project, which you will now start working on where the local charity-humanitarian center" Abkhazia” and the Civil Society Institute is actively involved. Regarding this project, it is very important to have public sector expertise and dialogue with them. "- Said the deputy person.
The member of Advisory Board of "The initiative of the Flatowner’s partnership sector in Eastern Europe" Germany's former Minister of Transport Construction and Urban Development, Thomas ianitskim, thanked the Georgian Parliament and the Committee of Regional Policy and Self-Government for the conference and expressed his gratitude to the housing fund management and energy efficient readjustment of the program.
The Conference participants welcomed the project,, On the way to the housing sector reform: Flat owners' Partnership Associations capacity in Azerbaijan, Belarus, Moldova, Georgia and Ukraine, " and discussed the importance and involvement in Georgia by charity humanitarian center" Abkhazia "programs manager, Nana Sharia, the chairperson of Local Democracy Agency Nino taltvadzem and director of the Batumi branch of the Civil Society Institute, Natia Abkhazava.
The project is organized by an initiative of the housing sector in Eastern Europe, in Berlin, as well as charity humanitarian center "Abkhazia", Local Democracy Agency and the Civil Society Institute.
The project "HOME" – was presented as the initiative for the housing sector in Eastern Europe (IWO) by project coordinator Iokhan Shtrezem.
According to his speech, the project, with a duration of 3 years, is funded by EU and aims to develop housing management and supporting the 10 partner countries through the rehabilitation of residential energy.
As Iokhan shtrezem noted residential construction sector is problematic in the participating countries. Especially low condition has other panel-type multifamily residential houses. In such situation it is very important to promote the project topics such as: energy efficient housing management and reorganization; Also, multi-apartment building adapted for residential environments. The project aims to identify constraints and opportunities for the implementation of energy efficiency measures in Azerbaijan, Belarus, Georgia, Moldova and Ukraine's housing stock. As well as to support the reforms in the residential sector and to strengthen civil society, as the role of observer.
The project Coordinator talked about the importance of participant’s professional development through seminars, workshops and educational outreach activities.
"The project is helping to residents for effectively managing and organizing who often the flat owners, despite the fact that in some of the project partner countries residents should organize the management buildings themselves. In fact, management is carried out by the state institutions. However, the work of state institutions is subject to constant criticism of the lack of transparency and the lack of qualified staff. In addition, the information / counseling assistance needs to be set up, which will give Flat owners the chance to form Flat owner’s Partnership Associations, lead partnerships and in this way to improve their situation. "- Said Iokhan Shtrezem.
During the first session of the Conference was reviewed the housing fund management and energy-efficient rehabilitation according to German and Moldovan experience. The chairperson of Belarus housing fund construction and communal services department, Andrei Romashenko discussed ongoing reforms in the EU.
During the conference also was discussed, the housing fund management structure, its impact on the housing fund modernization, energy-efficient rehabilitation of the main factors considered, and information about the Flat Owner’s partnership Association.
Saburtalo region governor, Beka Mikautadze, introduced a project "Flat owner’s partnership associations in Georgia" to conference participants, which is scheduled to start in July of this year. According to the reporter, the project has several components. Within the project Flat owners partnership associations will be established and developed. Later to certificate all existing multifamily flats in Tbilisi. The project defined business modules’ development in this direction, and to identify the short and long-term development plans. As Beka Mikautadze said, the Parliament, the Ministry of Regional Development and Infrastructure, the Ministry of Justice, The City Hall, with a group of representatives of international and non-governmental organizations are working to improve the management of legislative changes about this issue.
Finally, the advisory board member of "an initiative of the housing sector in Eastern Europe and the German Transport Construction and Urban Development Minister, Thomas Ianitskim, Thanked the Parliament, Regional Policy and Governance committee and the project participants for attending in conference thanked expressed willingness for future cooperation.
