On September 6^th 2015, the Central Election Commission registered the Center for Development and Democracy as observer for the electoral process at October 31^st 2015 Parliament and the Council By-election for all levels of electoral commission.

In October 31^st parliamentary by-election is held according to  the parliamentary elections of October 1, 2012 through Majoritarian system, N11 and N65 Sagarejo Municipal two majoritarian electoral district, and the city council by-elections in the local self-governing body - the City Council June 15, 2014 election district N11 N11.12 Chailuri local Majoritarian election district, N24 N24.06 Didi Dmanisi local Majoritarian electoral district, N53 N53.07 Zeda Vani local Majoritarian election districts and the local community Guripulis N66.06 N66 Khobi majoritarian election district.

Members of the Center for Development and Democracy observation mission will observe the pre-election period, the Election Day process (opening, the voting process, the results of the PS) and the post-election period.
