A few days ago the Ukrainian website posted news about sexually abusive videos released by the judicial enforcements in Georgia, particularly, in Samegrelo. The video was widely viewed in the Internet by different individuals and organizations as well as publicly displayed in Zugdidi and Tbilisi.

The Center for Development and Democracy considers (this) morally unjustified to display it publicly (on public) or to spread (post) videos through internet which shows sexual abuse and torture of humans. The above mentioned videos are evidence for the criminal court and the relevant authorities should immediately investigate the way in which such records became public. The purpose of not destroying the big part of these recordings by the working commission of illegal surveillance and wiretapping issues was to conduct the investigation but not to make them available for public. 

It is very important to investigate this case as fast and as effective as possible. What happened lately we consider as huge crime, and it is inadmissible to continue wide circulation of these recordings and make emotional impact on the population. 

In addition, there have been conducted (typical) similar crimes again and again (there are a lot of convictions), without realizing that the victims are the part of our society and every time the recordings are displayed publicly causes traumas in victims and reminds them their past. It is under question mark whether displaying these recordings works for public interest or not.

It’s completely unacceptable and inadmissible to organize or participate into similar public displays of human torture and sexual abuse.  As the distribution of the above mentioned recordings is uncontrolled process and audience (victims) can become a community of different age groups, especially danger can be for youth under 18, as they are more immature risks for negative influence are higher. 

We believe that in current reality, the preference should be given to the protection of the interests of the victims, who continue to live next to us and we think nothing can be compared to their interest.
