The committee of publishing the draft of the constitutional law and organizing its public discussions “About the Amendments in the Constitution” with participation of the Center for Development and Democracy held the meetings with civil society, opposition political parties and the representatives of the local government in Tbilisi and in the regions of Georgia.
The meetings were held in the Centers for Civic Engagement (CCE) in Batumi, Ozurgeti, Akhaltsikhe, Gori, Telavi, Rustavi and Kutaisi. The discussion of the draft law initiated by the 81 members of the Majority was also held in the Tbilisi State University. At the meetings the members of the commission discussed the differences between the majority and proportional electoral systems, their positive and negative aspects, the aims, reasons and importance of working on the draft law. The members of the commission answered all the questions posed by the participants of the meetings.
"It is important to have the support of the community, because constitutional amendment is only possible with public involvement in the process and shifting from the majority to proportional electoral system," – declared K. Chachava, the chairperson of the Center for Democracy and Development (CDD).
"The Center for Development and Democracy" prepared a vision for "About the Amendments in the Constitution" regarding the draft Constitutional Law, which is based on the assessments of relative advantages, drawbacks and needs of the draft law. This document has been submitted to be reviewed to the committee of publishing the draft of the constitutional law and organizing its public discussion “About the Amendments in the Constitution”.
The Organizing Committee, which consists of 10 members, should review the materials of full or partial revision regarding the Constitutional Law of Georgia within a month and the discussion in the parliament will start after a month of its publication. The above mentioned constitutional amendments, in case of improvement, is planned to come into force in 2016, for the coming election.
