Thematic manuals and issues related with the use of administrative resources were the main topics of two day working meeting conducted in Kvareli.
Members of the Central Election Commission of Georgia (CEC) and the CEC Legal Department representatives together with non-governmental organizations and representatives of Secretariat of Interagency Task Force for Free and Fair Elections discussed updating thematic manuals prepared on electoral issues. Tamar Zhvania, the CEC Chairperson was also involved in the conclusive part of discussions.
Meeting participants developed the MoU text in terms of use of administrative resources; the MoU considers uniform perception of specific articles related with the administrative resources included in the Election Code.
Electoral disputes and manuals of administrative resources, as well as the manual – “uniform practice for administrative proceedings and penalty at district election commissions, when charging disciplinary liability for officials/members of precinct election commissions” were discussed at the meeting.
Field meeting was organized by the CEC initiative and support of the International Foundation for Electoral Systems (IFES) on July 7-8.
Together with the CEC, representatives of the following organizations were involved in working meeting: International Foundation for Electoral Systems (IFES), Georgian Young Lawyers Association (GYLA), International Society for Fair Elections and Democracy (ISFED), International Center for Civic Culture (ICCC), Center of Development and Democracy (CDD), Center for Development of Civil Society and Democracy, Multinational Georgia, Public Advocacy and Secretariat of Interagency Task Force for Free and Fair Elections.
